I would like to discuss this more because:

1. It's my sense that we have a number of "frequent contributors" who submit PR's on a regular basis. Active members review the code and decide what to commit. At some point, someone makes a proposal to make the contributor an "active member" which grants them commit rights, as well as a role in shaping the direction of the project (by voting).

2. It's also my sense that the proposed rules were designed to promote voting: "active members" would have an obligation to help guide the project by voting.

3. There is currently no definition for "active voters". If we must make a distinction, we need one. (But I don't understand the difference.)
