More transparent process granting commit access to packages feed

Dear OpenWrt community,

Although my proposal specifically concerns the packages feed, I believe the same approach could be applied to other feeds within the OpenWrt project as well.

At present, the number of volunteers and/or community members with commit access is relatively small. In many cases, when someone is granted access, it is due to personal connections with OpenWrt core members, meeting in person at a conference, or—occasionally—because the discussion during a review drifted off-topic and the decision could be contradictory. Looking at the numbers, we currently have more than 900 open issues, and the process of gaining commit access can easily get lost among them.

Some time ago, I contacted Robert and Paul to suggest granting more people commit access to the packages feed. Based on the response, it was discussed with other team members, and we agreed that such decisions should be handled more transparently, ideally using the openwrt-adm mailing list so that the process is clear to everyone.
I would like to propose that the following two contributors be granted commit access:

    • Wesley Gimenes (GitHub: @wehagy)
    • George Sapkin (GitHub: @GeorgeSapkin)

Both have been active in the packages feed, regularly pushing updates and reviewing PRs. Additional helping hands are always valuable—especially in these busy sunny days. For reference: https://github.com/openwrt/packages/pull/26867#issuecomment-3025297602 (which I particularly liked). George also maintains his packages diligently and is becoming increasingly involved in the project. 

Are there any objections that these guys should not gain access?

- Current process (AS-IS):
Users who wish to obtain commit access to the packages feed need to request it via a pull request or by creating an issue.

- Proposed process (TO-BE):
Adopt a similar voting system to the one used by OpenWrt core members for granting commit access to the main repository. (Suggestion originally from Robert.)
