[VOTE] Use GitHub issues instead of bugs.openwrt.org

TBH, I'm not convinced it's a good idea to dependent on the goodwill of 
github. On the other hand, I'm not doing the work to keep flyspray up 
and running. Hence i choose to stay neutral in this regard.
