[c] No. My reasoning: 

We should not divert resources to set up new machinery for an unknown volume of messages.

As an alternative, I would advocate declaring it explicitly permitted to send Job Postings to the forum (Developer category?). The forum already has facilities for moderating/banning bad actors. If we see a significant volume, and believe the messages are distracting, that would be a signal to set up a separate category, or a whole new mailing list.
