Flyspray does not send emails anymore

Hi Ted,

It seems that Flyspray recently stopped sending notification emails to
lede-bugs@ (and possibly also to individual addresses subscribed to bug
reports).

In particular, it causes an error message to appear when writing a
comment: https://bugs.lede-project.org/index.php?do=details&task_id=1027
